She starts to attack Dawn by kick and she hit her.

Now Judy decided to give more a harder kick everyone was waiting for the Luna to be kick off but they saw she was standing still holding one  foot of Judy.

They all stop their “that would not be fair they all know Judy’s wolf was Mad when fighting.”
Gamma Andrew mind link her sister not to fight with her wolf but she didn’t listen. She cut off her brothers mind link.
There was no rule saying its not allowed to transform.

Dawn manage to push her in a fast speed she punch the wolf and kick it which go flying in the air meters away.
